In earthquake disasters, most of deaths are attributed to collapse of vulnerable buildings, JrTSu`S('
particularly houses. Governments are forced to invest a huge amount of resources for aid of the x -0IxWD%
evacuees, demolition of debris, construction of temporary houses and permanent houses, due to J<Wz3}w6
collapse of houses. Vulnerable houses with adobe, stone, or brick, which are commonly seen 9x,Aqr$t
throughout the developing world, exist in a huge number and are being reproduced. The Kobe AF1";duA
Earthquake in 1995 revealed that the Japanese common wooden houses are also vulnerable against ,epKt(vl
earthquakes. It is therefore indispensable to make existing houses safer by retrofitting for effective 2,O-/A;tW*
earthquake disaster management. However, it is difficult to motivate people for retrofitting as _F^k>Lq& d
people tend to choose future uncertain loss rather than the current loss, i.e. investment for JbG\Ywi0]
retrofitting. This paper discusses how people can be motivated for retrofitting and then proposes 2*Uwp; 0
new directions to be incorporated into earthquake disaster management
