Try the international journals. They usually have very strict publication procedures and papers are under careful review. Maybe some Chinese engineers here have difficulties to have access to those journal papers. But if you find something very important it is worthwhile to pay for it.
Most of the Chinese professors in China will submit something which they think is valuable to the international journals. So please do not expect too much from the Chinese journals.
