In earthquake disasters, most of deaths are attributed to collapse of vulnerable buildings, 9f|+LN ##
particularly houses. Governments are forced to invest a huge amount of resources for aid of the N -z
evacuees, demolition of debris, construction of temporary houses and permanent houses, due to DI )!x {"
collapse of houses. Vulnerable houses with adobe, stone, or brick, which are commonly seen ?l/$cO
throughout the developing world, exist in a huge number and are being reproduced. The Kobe 8*7,qX
Earthquake in 1995 revealed that the Japanese common wooden houses are also vulnerable against ^U8^P]{R|
earthquakes. It is therefore indispensable to make existing houses safer by retrofitting for effective 9&O7 F}VP2
earthquake disaster management. However, it is difficult to motivate people for retrofitting as x("V +y*
people tend to choose future uncertain loss rather than the current loss, i.e. investment for S^z t>
retrofitting. This paper discusses how people can be motivated for retrofitting and then proposes a3wk#mH
new directions to be incorporated into earthquake disaster management
