A prestigious fame comes not only from the publications and practical work but also the innovation for this field.
that's why some famous scientist did not engage in very practical work.
from my point of view, innovation or creativity is more important factor to be an academic institute member.
In china the bureaucracy is rooted in the tradition. it is hard to persuade others to focus on their work. In other countries, the academic member is only a honor, have nothing to do with his benefits, as is different from china. so chinese scientists quite pay emphasis on the evaluation and assessment, especially by some high-level officials.
I think sometimes traditional factor can not be neglected, either.
