Earthquake in 1995 revealed that the Japanese common wooden houses are also vulnerable against AH~E )S
earthquakes. It is therefore indispensable to make existing houses safer by retrofitting for effective O0H.C0}
earthquake disaster management. However, it is difficult to motivate people for retrofitting as R.<g3"Lm>
people tend to choose future uncertain loss rather than the current loss, i.e. investment for z+X}HL
retrofitting. This paper discusses how people can be motivated for retrofitting and then proposes {E|$8)58i
