In earthquake disasters, most of deaths are attributed to collapse of vulnerable buildings, h+mM
particularly houses. Governments are forced to invest a huge amount of resources for aid of the S7-ka{S
evacuees, demolition of debris, construction of temporary houses and permanent houses, due to B;'Dh<J1
collapse of houses. Vulnerable houses with adobe, stone, or brick, which are commonly seen 0G/VbS
throughout the developing world, exist in a huge number and are being reproduced. The Kobe z/*nY?
Earthquake in 1995 revealed that the Japanese common wooden houses are also vulnerable against e&dE>m
earthquakes. It is therefore indispensable to make existing houses safer by retrofitting for effective Si<9Oh
earthquake disaster management. However, it is difficult to motivate people for retrofitting as QN[-XQ>Xt
people tend to choose future uncertain loss rather than the current loss, i.e. investment for |H67ny&K^&
retrofitting. This paper discusses how people can be motivated for retrofitting and then proposes [/#c9RA
new directions to be incorporated into earthquake disaster management
